Cypher System

Cypher System, developed by Monte Cook Games, is a genre-agnostic tabletop roleplaying game system designed to fuel storytelling in virtually any setting—science fiction, fantasy, horror, superheroes, post-apocalypse, and more. Originally an evolution of the mechanics behind Numenera (2013), the Cypher System has grown into a complete standalone engine, with the Cypher System Rulebook (CSR) serving as its core.

The second edition, released in 2019, offers refined rules, expanded options, and better modularity for players and game masters seeking to craft unique worlds and fast-paced narratives without the burden of complex mechanics. Rather than emphasizing combat precision or simulationist depth, Cypher focuses on narrative flow, creativity, and player empowerment.


Core Philosophy

At its heart, the Cypher System is built on a simple but radical idea: the GM almost never rolls dice. Instead, players make the rolls—whether attacking, defending, resisting danger, or attempting tasks. The difficulty of each action is set by the GM on a scale of 1 to 10 (multiplied by 3 to determine the target number on a d20), and players try to beat that number using effort, skills, assets, and character abilities.

This approach dramatically changes the dynamic at the table, encouraging faster play and a clear focus on storytelling rather than bookkeeping. The Cypher System is also designed to be rules-light but option-rich, giving players and GMs tools without bogging them down in exceptions and edge cases.


Core Mechanics

🎲 Task Resolution

  • Roll a d20 against a target number, determined by the GM.
  • The base number is 3 × the task level (e.g., a Level 5 task = target number 15).
  • Players reduce difficulty via:
    • Skills (trained/specialized).
    • Assets (tools, advantages, allies).
    • Effort (spending points from stat pools).

Each reduction lowers the level by 1 (and thus the target by 3), allowing for strategic use of resources.

Characters have three core stats:

  • Might (physical strength/endurance),
  • Speed (agility/reflexes),
  • Intellect (intelligence/willpower).

The system is named after “cyphers”—one-use, powerful items or effects designed to give players exciting abilities and temporary tools. These can be scientific devices, magical scrolls, blessings, or alien tech depending on the genre.

Cyphers create constant momentum and surprise, often encouraging improvisation and creativity. They also provide a rotating toolkit of powers without long-term balance issues.


Characters and Creation

Cypher uses a sentence-based character definition:

“I am a [Descriptor] [Type] who [Focuses].”

This modular structure gives you:

  • Descriptor: Personality trait or background (e.g., Clever, Tough, Stealthy).
  • Type: Character role, akin to a class (e.g., Warrior, Adept, Explorer, Speaker).
  • Focus: The character’s defining action or theme (e.g., Controls Beasts, Bears a Halo of Fire, Wields Two Weapons at Once).

This structure allows incredible variety and flavor. The rulebook contains:

  • 4 Types (broad but customizable),
  • 50+ Descriptors,
  • 70+ Foci, covering magic, psionics, supers, martial arts, stealth, and more.

Together, these choices form a character in minutes—with unique mechanical identity and narrative hooks.


GMing the Cypher System

One of the most innovative aspects of Cypher is how it repositions the GM:

  • GMs don’t roll dice—they adjudicate difficulty, manage NPC actions, and set the scene.
  • Narrative Control: The system encourages improvisation and player agency, especially through mechanics like:
    • Intrusions (GM introduces complications in exchange for XP).
    • XP Economy: Players earn XP not just from challenges, but from good ideas, character development, and embracing risk.

The GM section of the rulebook is one of its strongest features—providing guidance on creating adversaries, balancing encounters, customizing genres, and encouraging improvisation. It’s approachable for new GMs but rich enough for veterans.


Genre Flexibility

Cypher’s greatest selling point is its adaptability. The core book includes tailored rules and advice for running campaigns in:

  • Fantasy (spells, artifacts, monsters)
  • Modern-day (detectives, espionage, urban legends)
  • Science fiction (cybernetics, aliens, tech mods)
  • Horror (mental strain, sanity mechanics)
  • Superheroes (powers, origin rules, tiers)

With its modular nature, it becomes easy to mix genres—superheroes in space, horror westerns, magical cyberpunk, and so on.

Characters advance in “Tiers” rather than levels, but the difference between Tier 1 and Tier 6 isn’t always as impactful as in traditional systems. Some players may find the advancement underwhelming.

If your group enjoys grid-based combat, positioning, and specific modifiers, Cypher may feel too “loose.” Its cinematic approach trades crunch for speed.

The game expects GMs and players to embrace rulings over rules. Groups that prefer strict codification or RAW play may find this system too interpretive.

Monte Cook Games is known for high production values, and the Cypher System Rulebook is no exception. The layout is clear, the examples are helpful, and the full-color artwork is beautiful without overwhelming the content.

Additionally, there’s a wide ecosystem of Cypher-compatible books, including:

  • Numenera (science-fantasy),
  • The Strange (dimension-hopping),
  • Claim the Sky (superheroes),
  • Stay Alive! (horror),
  • Gods of the Fall, Predation, and others.

Each expands on how to adapt Cypher’s rules to specific genres or tones.

While it may not satisfy those craving tactical depth or granular control, Cypher is one of the best systems available for groups who value creativity, character-first gameplay, and cinematic pacing.
